Headlines on AI in the public sector tend to consist of vendor claims and one-off pilots; the underlying record of adoption is fragmentary. The Global Government GenAI Observatory (G3O) builds a panel of AI adoption signals across roughly 700,000 public institutions worldwide — central governments, regional administrations, subnational units, and special-purpose agencies — by combining public procurement records, agency communications, and structured web-scraping pipelines. The project will release the database publicly in 2026 and produce downstream papers on adoption drivers, institutional variation, and consequences.
